Roles and responsibilities

Developing MEAL system and framework

  • In close collaboration with the Program and project Manager, support the development, implementation, and continuous improvement of MEAL systems and processes in line with project strategies, logframes, and organizational policies.
  • Support the clarification and documentation of roles and responsibilities of MEAL team members at field and area levels.
  • Support the planning and delivery of MEAL-related trainings and on-the-job coaching for staff and partners.
  • Contribute to the implementation and improvement of qualitative and quantitative MEAL plans, tools, methodologies, and standard operating procedures.
  • Support the establishment and maintenance of systems and mechanisms for data collection to monitor progress against defined indicators within the reporting framework.
  • Provide technical feedback and recommendations to the line Manager regarding improvements to MEAL systems and departmental setup.

Implementing the Monitoring & Evaluation plan per project

  • Support the definition and application of methodologies and tools for assessments, monitoring, and evaluation activities for each project, in line with organizational and donor requirements.
  • Follow up on project and grant MEAL schedules and support the timely implementation of monitoring and evaluation activities.
  • Ensure data quality, accuracy, completeness, timeliness, and confidentiality in accordance with MEAL and information management guidelines and data protection principles.
  • Maintain regular communication with operational teams regarding activity preparation, implementation progress, findings, and use of MEAL results.
  • Escalate any incident reports received from field teams to the line Manager, ensuring confidentiality and safeguarding standards.
  • Conduct regular field visits, project sites to support monitoring activities, stakeholder participation, and troubleshooting.

Providing grant proposals and reports with accurate quantitative and qualitative data

  • Support the development of proposals and donor reports through systematic data collection, verification, and analysis, and by maintaining organized MEAL documentation and archives.
  • Contribute to the development of results frameworks, and M&E plans for new projects, including indicator harmonization, data collection methodologies, timelines, and measurement tools.
  • Provide regular updates on MEAL activities, findings, and challenges to the line Manager.
  • Prepare timely MEAL inputs and reports, including narrative analysis, statistics, dashboards and key findings, in line with reporting schedules.
  • Support the preparation of additional reports, data requests, or analyses as required by the line manager.

Learning and Accountability

  • Support the documentation and use of learning from monitoring, evaluations, and community feedback to inform program improvement.
  • Support the implementation and monitoring of feedback and complaint response mechanisms in line with organizational policies.
  • Ensure community feedback is systematically collected, analyzed, and referred to relevant teams, while supporting the closing of the feedback loop.
  • Contribute to lessons learned sessions and follow up on agreed recommendations and corrective actions.

Team management and Capacity Development

  • Support the day-to-day coordination and technical follow-up of MEAL field staff in line with organizational HR policies and under the supervision of the line Manager.
  • Support work planning, task allocation, and follow-up on MEAL activities to ensure timely and quality implementation.
  • Support the organization and delivery of internal trainings, refresher sessions, and on-the-job learning related to MEAL systems, accountability, and learning practices.
  • Promote knowledge sharing and collaboration within the MEAL team through regular coordination meetings and information exchange.
  • Any other duties that may be assigned by the line manager.

Required qualifications and experience

  • University degree in Development Studies, Humanitarian Assistance, Public health, Statistics or related field;
  • At least 5 years of professional experience in humanitarian assistance, including MEAL;
  • Strong analytical, data interpretation, and report-writing skills;
  • Good understanding of project cycle management and MEAL principles;
  • Strong interpersonal, intercultural, and communication skills;
  • Ability to work effectively with field teams, local stakeholders, and beneficiaries;
  • Ability to coordinate and support remote teams;
  • Good command of spoken and written English and Arabic;
  • Proficiency in Microsoft Excel and database or data management applications;
  • Ability to use digital data collection, analysis, and visualization tools such as KoBo Toolbox, GIS, Power BI, or similar platforms.
