Cash for work (CFW) is a short-term project presented by humanitarian organizations to people living in camps or other areas affected by armed conflicts and wars

Definition of Cash for Work Projects

CFW interventions aim to provide employment to unskilled or semi-skilled people on labor-intensive projects in exchange for cash to help them restore some part of living a useful life. 

Cash for Work interventions provide temporary employment in public projects such as;

  • Working on cleaning camps and garbage collection.
  • Working on road construction and maintenance.
  • Working on the rehabilitation of irrigation systems and soil conservation.
  • Working on public infrastructure rehabilitation, like schools, health centers, and others.

Challenges of Cash for Work Projects

Cash for work projects aim to provide a decent living for unemployed people, especially in camps, giving them the opportunity to learn new skills and be productive.

These short-term projects help these people restore their sense of self-value and encourage them to do more and hope for a better future. However, there are few fundamental challenges associated with cash for work programs such as;

  1. Targeting the most vulnerable: It is difficult to ensure that the individuals who need the most assistance are the ones who are selected for the project.
  2. Sustainability: Creating a sustainable source of income for participants after the project is completed.
  3. Labor market distortion: Cash for work projects may artificially inflate the wages of temporary workers and make it difficult for non-participants to find work.
  4. Coordination and collaboration: Working with other organizations, government agencies, and local partners can be challenging, especially if there is a lack of coordination and communication.
  5. Misuse of funds: Misuse of funds by local officials, embezzlement and fraud may occur and can impede the effectiveness and credibility of the project.
  6. Scalability: Cash for Work projects are limited by the available funding and resources, and can only be implemented on a small scale.

Objective of Cash for Work Projects

Cash for work (CFW) projects mainly have two fundamental objectives;

  • To generate income and simulate local economies. 
  • To provide temporary employment to individuals in a community, mostly for those who are unemployed, and provide a source of income for those workers and their families that can help them purchase goods and services that most matters for them.
  • To build or rehabilitate public assets and infrastructure that are vital for sustaining the livelihood of a community, restoring agricultural activities, and improving access to clean water or increasing flood protection. 

Create Daily or Weekly Income Opportunities

Creating daily or weekly income opportunities for refugees can be challenging.

Still, it is vital to realize that support and empowerment will be essential in helping refugees to find a sustainable source of income where they can restore their sense of self-value and be more receptive to stepping up the scale and learning new skills, following a healthy routine, be more productive and provide for their families. 

If organizations – non-profit organizations, government agencies, and community-based organizations will provide refugees with daily or weekly income opportunities, it will give refugees a great chance to turn the wheel and improve their lives.

There are many ways to improve the lives of refugees, and different approaches may be needed depending on the specific context and needs of the refugee population.

It’s important to work with the refugee community and other organizations to understand their specific needs and to develop a tailored approach that will be most effective. 

Here are a few examples of how to improve the lives of refugees:

  1. Provide access to basic needs.
  2. Facilitate access to education.
  3. Help refugees to access legal support.
  4. Support refugees’ mental health and well-being.
  5. Provide economic empowerment.
  6. Promote social integration.
  7. Support refugees to access healthcare.

Eligibility and Criteria for Cash for Work Projects

In general, Cash for Work projects aims to generate immediate income and stimulate local economies with quick job opportunities while enabling communities to rebuild and recover after a disaster, crisis, conflict, or war. 

Since CfW programs are implemented by NGOs to provide short-term employment and income to individuals, the eligibility and selection criteria for participating in a CfW project may vary depending on the specific project and the organization implementing it. Some common eligibility criteria include the following:

  • Being of working age (usually between 18 and 65 years old).
  • Being unemployed or underemployed.
  • Income or asset thresholds to target the program to the poorest and most in need.
  • Residency or presence in the area where the project is being implemented.

Some CfW projects require specific skills or experience requirements, so it may prioritize individuals with certain qualifications or experience in the field of work being performed.

Impacts of Cash for Work Projects

Cash for work project has some positive impacts such as;

  • Increasing income and purchasing power for individuals and families, which can stimulate local economies
  • Creating jobs and providing employment opportunities, particularly for marginalized or vulnerable groups such as women or youth.
  • Improving basic infrastructure or public services, such as rebuilding roads, schools, and medical centers, helping bake bread, planting horticulture crops, and cleaning trash.
  • Empowering individuals, boosting their self-value, and encourage them to be more productive, learn more skills and provide for their families.
